The challenge

The garage was not in LADBS's records as an existing structure, which required an 'As-Built' legalization filing before the ADU permit could be issued. The lot's 18% slope required a retaining wall rebuild as part of the foundation work.

What the project involved

A two-car detached garage from approximately 1942, unused for storage and showing wood rot in the sill plates and roof rafters, was converted into a permitted 620 sq ft ADU with a full kitchen, bathroom, separate electrical meter, and a private entrance through the rear of the property.

The 620 sq ft footprint was the maximum allowed under the lot’s ADU ordinance given the existing structure’s dimensions, fully consistent with California AB 2221, which allows ADUs up to 850 sq ft on most residential parcels regardless of zoning.

The LADBS routing challenge

The garage had never been permitted after a 1977 re-roof. LADBS records showed only the foundation slab. Before an ADU permit could be issued, the firm had to file an As-Built legalization for the existing structure, including a geotechnical memo for the hillside lot and a new Title 24 energy compliance report.

This is a common pattern on pre-1978 structures in LA, where garage additions, room additions, and accessory structures were frequently built without permits. The firm routed the legalization through LADBS’s Unpermitted Construction Unit and used a known plan checker relationship to expedite the As-Built review alongside the ADU submission, reducing what would normally be two sequential reviews to a partially overlapping one.

Foundation and structural work

The 18% lot slope required rebuilding the uphill retaining wall to current UBC standards and tying the new ADU slab foundation into the hillside with drilled piers. Seismic anchor bolts were installed per LADBS requirements for Zone 4. The sill plates were replaced with pressure-treated Douglas fir, and all roof rafters were sistered with new LVL to bring the structure to current load requirements.

Finish and systems

The interior was finished with LVP flooring, recessed LED lighting on separate circuits, and a compact kitchen layout with a 30” range, undercounter refrigerator, and quartz countertops. The bathroom uses large-format tile with a curbless shower designed for future accessibility. HVAC is a Mitsubishi mini-split with independent temperature control, critical for a rental unit where the tenant manages their own utility costs.

A separate electrical meter was installed at the street for independent billing. Gas supply was extended from the main house service with a new shutoff at the ADU. The unit received its certificate of occupancy in February 2026.

Outcome

The 620 sq ft unit is rented at market rate for the Silver Lake zip code. At current rents, the project is projected to return the invested capital in approximately 6.5 years, consistent with the firm’s pre-project pro forma estimate of 6–7 years.
